Why Can Users Change Passwords When It is Denied in AD?

Whenever I setup new users in AD on our Server 2008 R2 domain controller I check the box that reads, "User cannot change password". Then I find that the user was able to change their password. When I go back into AD to see if that option of not changing the password is checked.....I find that it isn't. Is there a GPO that overrides what I'm checking?
