Temporary user stand-in permissions?

I'm not entirely sure where to go from here with this one.

I just got a ticket saying this (names substituted of course):

X(Receptionist):When I log in as Y(HR Manager) on my computer the server icon does not appear. I have done this in the past so I can help record information per Z's (Office Manager)request.

Given that people obviously should not be logging into users other than their own and they have been informed of this, in an attempt to go the "Here's an alternative" route with this, how do you guys take care of temporary permissions for stand-in workers? Our HR manager is currently on vacation, hence the need for the receptionist to chip in.

I would put this in Best Practices, but could not find it.
