Changing a GPO that's setup for "Authenticated Users"

We currently have a GPO that is set as a default domain policy for all authenticated users. We're looking to change some of the settings however I don't want it to affect all users, but just certain ones.  

I did create a test GPO with the change to the settings for one particular user however it has not taken and can only guess that the default domain policy is negating the new one I created so it's not working.

Since the default domain policy has other settings enabled then what I was looking to change, is it better to disable the settings I'm looking to change in the default domain policy and use the test GPO I setup or just change the group of users to be a separate group other then the "authenticated users"?

Not exactly versed on GPO's very well so please forgive.
