User unable to change password due to password complexity

Hi,

My company has a 2008R2 AD environment. For one user in particular we are unable to change the password unless someone with Domain Admin privileges changes the password. The end user is unable to change the password from the Windows prompt on their workstation. The error recieved is "The password does not meet the password policy requirements..." Several passwords have been tried that do meet the password policy standards. We use delegation that allows support groups that are not Domain Admins to reset passwords from an ADUC interface, powershell, etc..., none of these delegates are able to change the password either. This appears to be an issue only for this one user. I have also checked the security on the user object and everything appears to be setup correctly and "SELF" has the change password attribute set to allow. Any ideas?
