Issues with group policy and domain.

I'm starting to test out some group policy functions on my internal domain. I've got Server 2012 Standard set up as the domain controller. I created a simple policy that creates a shortcut on all PCs desktops but it never appears. I tried running the gpupdate command on the client computers as well as restarting etc. When I right click on the OU and run the Group Policy Update it gives me the following error: 8007071a with the error description "The remote procedure call was cancelled." Any ideas? I've tried multiple other policy changes and none seem to work.
