GPO to automatically create & assign default folder permissions

Recreating folder permissions on 5000+ main folders. Giving each folder 2 Domain Local groups (Read/Modify). Is there a GPO/Template/Tool I can use to make this easier? Like something that would automatically create these groups based on the folder name.

EX: Folder: Data Under Review

Template: ORG-%FOLDER_NAME%-M

Creates: ORG-DATA_UNDER_REVIEW-M

Anything like that or am I looking at a long manual operation?
