Local Users and Groups Group Policy -update

I have question on this issue, I've created a group policy some time ago, to change the local support account password on workstations in the domain.

Now when I go to it to change password its grey out where I cannot change the password.

I call headquarters and ask them whats happening and he said it grey out , and I should delete this user and recreate it, so before I delete it I try to create a new local user and I cant change this password either.

I get this warning message when I right click on the properties of this local user in group policy management editor
