Windows 8.1 policy enabled that blocks NT 4.0 drivers.

When I fired up the computer lab computers at the end of the summer none of them had any printers. When I try to manually add them I get an error message that reads "Windows cannot connect to the printer. The printer driver is not compatible with a policy enabled on your computer that blocks NT 4.0 drivers."

The works stations are all running windows 8.1 and the server is running Windows Server 2008 R2. No one has admitted to changing anything in group policy and I can't find anything that is set that would cause this error message to appear. Windows 8.1 machines not in the same group can print just fine.

I've changed the Disallow installation of printers using kernel-mode drivers in group policy on the domain controller and that didn't have any affect. I've tried changing it locally in both group policy editor and via the registry...
