Windows 7 password complexity user prompt

trying to figure out how to display the password complexity rules to a user when they go to change their password. Were about to bump up the password complexity rules and don't want to have a million people locked out because they don't know they need to have a number and a upper case letter in their password. I know I have seen it in windows xp can't you turn that on in windows seven so it shows the user p[password rules on the screen when their changing their password? Help
