Outlook 2010 hyperlinks give General failure, blocked by GPO. It's SRP, but why

If I move the user to an OU with SRP disabled, hyperlinks work, so I know the issue is in there, but I don't know why.  This is happening on new Windows 7 x64 machines.  I have a few other, older, Windows 7 x64 machines that do not have this issue.  I only have one SRP GPO, applied to everyone.  I've never had a reason to have different ones for different users.

Maybe it's the version of IE on the new machine?  The new ones are on 10 and my other PCs are still on 9.  Has anyone seen this before?

To clarify - IE works fine.  Copying links from an email and pasting them works fine.  Clicking a link in Outlook give the error message.
