Under connections/lan settings in IE all settings are greyed out, and there is a statement that the settings are controlled by the system administrator.

I need to manually set the proxy on this station, but I can't do it. I've given myself rights in the registry, dropped the machine out of the domain on the off chance a policy is influencing the behavior. We don't have a policy like that. I'm looking through local policy, but I can't find anything. I probably overlooked something there, but don't know what.
I've uninstalled anything remotely resembling malware.
Does anyone know if the proxy settings can be set by local policy? I think that may be where the answer is, but I can't find anything.
I'm stumped.
