corrupted recycle bin pop up with admin account instead of their username

One of our admin's who creates most of the images started to notice, that when a new user logs into a machine it pops up with the  recycle bin is corrupted  \\server\home\TECHS_NAME
its not showing the username of the person who is logged in.  We just saw this happen to another tech who logged into a VMware session and it popped up with the other techs name.
most new builds seem to get this pop up. We get them even on builds that tech didn't create.

We are at a loss.
