GPO for Unhide Known Extensions Not Working

I have a client that has an environment of both 2003 and 2008 servers. I configured GPO for unhide known extensions from the 2008 GPM but the Windows 7 users not applying it. I'm wondering if it's because the FSMO roles are on the 2003 DC. Can anyone help?
