folder redirections late in the game

sorry if this has been asked before but here is my issue:

the previous sysadmin for the company I work for knew what he was doing, but generally just hacked stuff in because he was overworked and always in a hurry. he also documented NOTHING, but that's a different matter entirely.

We have a server 2003 primary DC with a server 2008 DC and a few server 2013s used for SQL and some other apps.

When creating a new user, there is an error creating the users home folder. I should have that resolved here pretty quick, but the problem is that there are almost no user home folders created on the server. just 10 or so custom made and mapped via AD.

We want to redirect my docs and desktop folders to the server, but I don't want to have to manually create 100 user folders, is there a clean way to enforce folder redirection on a server with no current home directories?

Also, to further complicate things, we have two primary facilities connected via bonded T1 (3.0/3.0) so it would be great to be able to send some of the folder redirections to our main 2003 server at our primary plant and others to the 2008 server at our secondary plant.
